Well I know the county budgets upstate (I know it's by county, since I lived a mile from the county border and would see the plows turn around there all the time) are definitely more equipped. They generally start salting when snow is forecast, and once it starts, they only let a few inches fall before they start plowing. They have GINORMOUS snow plows. And since it's so rural (north of Syracuse anyway) and a ton of people own pickups, they usually attach a snowplow to do their own properties.
